President:

  •  The president extended a welcome to the two members of Council Staff in attendance who’s portfolios are Graffiti and Community Strengthening
  • Executive met following the last meeting to look at insurance and other matters.
  • The issue of graffiti still a problem in the town.

Councillor's Report - Bret Owen

  • Pleased to see the two council officers in attendance tonight
  • Holm Park Sports Reserve draft master plan will be out soon. Comments will be sought
  • The wheel chair access to the Bob Burgess will be included in the next round of footpath funding as a high priority
  • Council will meet half the cost of feasibility study for the Bendigo Bank.
     
  • Question from the floor – As a result of $300,000 from State Government Pakenham pool now has solar so will the other council pools get heating too? A. The other pools have heating already.
  • Question from the floor - re traffic management in Beaconsfield; $700,000 was allocated in funding some years back to widen Beaconsfield Av and put a round about at Glisman Ave intersection when will this work be completed? A. Bret to seek information as to when the traffic strategy will be completed.

Police Report for Beaconsfield Sergent Chris Marlo:

  • Progress Crime report for 2008 was presented.
  • Meeting was taken through the various offences that have taken place. Most were opportunist theft.
  • The crime trend was lower in March than Feb.
  • The matter of the use of mini bikes. Police will seek to get the council to implement the “dob-in-mini-bike-rider”. This is followed up with the crushing of the mini bike. In places where this is done trouble with mini bikes comes to an end.
     
  • Question from the floor; someone has opened up a big hole in the fence that lines the Freeway. A. should be reported to Vicroads.
  • Question from the floor; could there be a patrol past the school at pick up time and deal with erratic parking and driving? A. Any one can send details of offences to the police and they will follow up with the offender.
  • Question from the floor; speed of 70km seems to be too high for our town, and even so too many go in excess of that. A. Ttraffic division hard at with patrols. Also it was noted that Council is currently looking at bring the town speed limit back to 60 Km.

Richard Maugueret - Community Safety Officer (just commenced)

Addressed the meeting. A significant part of his work will be the removal of graffiti and seeking new seeking of doing so.

Karl Kasbach Community Strengthening

Karl Kasbach (Community Strengthening Officer) from Cardinia Shire Council presented on his role at Council. Under the place based model of service delivery that is implemented by Council, Karl is a key point of contact for progress associations located within the Central Ward. Where the progress association has a specific enquiry or action requiring addressing within Council, Karl will act as a conduit to ensure that an appropriate response or information is provided. Whilst this position acts as a key contact, Karl also advised that where the progress association has an existing working relationship with other Council officers that these can also be maintained.
Karl also has a range of other portfolio’s that he works on including; Australia Day Awards and celebrations, a key contact for halls committees, deeds of delegation, multiculturalism and neighborhood development.

Up Date on the Pokies in Beaconsfield issue.

  •  2,500 signatures have now been collected and have been sent up to Parliament.
  • The real concern is that VCAT will say “yes”.
  • Council will vote on Monday 7th April.
  • If VCAT says “yes” we may be able to go to the Gaming Commission

Up Date on the Installation of a Flood Light for our Cenotaph up date

Report on the Cardinia Embroidery replica installation in the Beaconsfield
Community Complex project.

  • Moving along nicely.
  • When installed would be good to have an official opening.

The BPA Committee propose that the meetings of the BPA be held bi monthly in March,
May, July, Sept, Nov with the AGM in Oct. The Committee will meet on the off months.

Up Date on the Proposed development of the Old Scout Hall And Community Hall in Beaconsfield Ave. General Discussion -

  • Why is the fencing up already? This fence is not safe. Too close to the road fence.
    But Victrack does not need permission to erect a fence
    Does the council still have a lease on the community? No.
    However the community hall is still being used. But on an ad hock basis.
    A planning application will be in the next few weeks, we believe.
    We can then lodge objections.

Proposal that a motion of thanks to be offered for the work of Don Tye in ensuring our flag was flow every weekend and a letter be sent informing him of the motion.

This Association thanks Don Tye for his dedication in ensuring that the flag was flown at weekends and special occasions beside the town War Memorial in Beaconsfield.

  • 110 have pledged support. 300 needed. Things are moving forward nicely. Tons of time and energy have been invested to press and lots of enthusiasm.
  • Potential customers are needed too. Let the Bank Committee know you will bank with them when they open.

Restoration of Park Gates Project: Coming long nicely. Things to do with the park tend to be complex.

Constitution Up Date: It was noted that the date of AGM does not have to be in Oct.
